The Regional Law Revision Centre successfully partnered with Canadian-funded IMPACT Justice to provide Consolidation of Laws training to help improve the skillset of persons who are currently, or will soon be, engaged in the consolidation process within their respective Chambers within the Caribbean.
The training was conducted at the offices of the Regional Law Revision Centre, Hannah-Waver House, Caribbean Commercial Center, Anguilla, on 29th and 30th October, 2015. The workshop was attended by the following participants:
- Anthony P. La Ronde, Legislative Drafting Consultant, Dominica;
- Janeille Monica Lewis representing the Attorney General’s Chambers, St. Vincent and the Grenadines;
- Kezron Walters representing the Attorney General’s Chambers, St. Vincent and the Grenadines;
- Vilette Gisela Benjamin representing the Attorney General’s Chambers, St. Lucia;
- Tricia Cypal representing the Attorney General’s Chambers, St. Lucia; and
- Wynette Baker, representing the Attorney General’s Cambers, Grenada.
The Course Facilitator, Ms. Yolande Dash, presented an informative programme, which provided participants with an in-depth understanding of the Consolidation cycle and its impact on the Office of the Parliamentary Counsel. She commented, “This was a very enthusiastic group of participants and the Centre is keen on providing any necessary support to them.”
The programme concluded on Friday, 30th October, 2015 with a closing ceremony. The Centre’s Director, Mr. Rupert Jones stated, “The Centre is pleased with the partnership formed with the IMPACT Justice Project and by extension the Canadian Government.” Mr. Jones further added, “It is not unusual for the Centre to partner with other organisations; the Centre currently has an MOU with the CARICOM Secretariat, Guyana and the Commonwealth Secretariat, UK.”
The Chief Minister, Hon. Victor F. Banks stated “that it is a great asset to have the Centre in Anguilla.” He further applauded the Centre for the tremendous work that it has completed since its inception. The Hon. Chief Minister assisted in delivering the certificates of attendance to participants.
Mr. Kezron Walters spoke on behalf of the participants and stated, “We have been greatly edified and have learnt a lot over the past two days.” Mr. Walters further added, “We will take what we have learned and will impact and share knowledge in our respective territories.” He also thanked all who contributed to making this training possible for the participants.
The Consolidation Training Programme commenced in 2009 and now forms part of the Centre’s annual schedule of activities. The participants from St. Lucia, St. Vincent and the Grenadines and Grenada – newcomers to the programme – now make 19 countries that have benefitted from the Programme.
